What is the Victorian Energy Upgrades program?

Victorian Energy Upgrades is a Victorian Government energy-efficiency program. Accredited providers can create certificates for eligible upgrades and use their value to offer discounts, subject to the current program rules.

Who may qualify for ceiling insulation upgrades?

From 1 October 2026, the activity is scheduled to expand to eligible Victorian homes with uninsulated ceilings or existing insulation below the program threshold. Property, safety, technical and provider requirements still apply.

Do I need to own the property?

Owner occupiers and landlords may enquire. Tenants can also enquire, but an upgrade may require the property owner’s involvement or consent and must satisfy provider and program requirements.

What if my home already has some insulation?

When do the October 2026 changes start?

The Victorian Government states that the ceiling-insulation activity will expand to all eligible Victorian homes with uninsulated or under-insulated ceilings from 1 October 2026. Program settings can change, so confirm current rules before proceeding.
